About Tri-County OIC Tri-County Opportunities Industrialization Centers (OIC) Want to improve your reading, writing, and math skills? Can you enroll in daytime, evening, weekend, or online classes? Whether you need to brush up on your basic skills or earn a HiSET® or GED® diploma to advance your career, OIC has a program to suit your needs. OIC offers ESL classes to students whose native language is not English. ESL classes will help students better understand the basic structure of the English language. Tri-County OIC Workforce division provides demand-driven, integrated, and customizable workforce development services to individuals aged 17 and older. Tri-County OIC's reentry program creates a positive path forward for individuals involved in the justice system through career assessment, transition services, earning a credential, getting a job, and launching a career.
